A leading voice on the Future of Governments

Governance · State Capacity · Technology · Institutional Reform

Advisor, speaker, author, and founder of Government Tomorrow Forum.

Igor Lys at the Government Tomorrow Summit 2025 Paris

The future of government is not just about technology.
It is about rethinking how we govern.

We devote enormous attention to who governs. Far less to how government actually works.

Yet the quality of our institutions, the decisions they make, the services they deliver, and their ability to adapt to change shape virtually every aspect of our lives.

Artificial intelligence is transforming how we work and interact. Geopolitical uncertainty is challenging our assumptions about security and resilience. Citizens expect more responsive, effective, and trustworthy public institutions.

Governments cannot simply digitize yesterday's bureaucracy and call it progress.

We need to rethink the way they operate.

That is the central question behind my work: how can we build governments that are genuinely fit for tomorrow?

The future of government is too important to be left to politics alone.

What I do

Ideas matter when they change reality.

My work brings together three complementary activities.

Speaking & IDEAS

I speak about the future of government, the changing nature of power, and the technologies and institutional transformations reshaping our societies.

Through keynotes, executive conversations, and public debates, I challenge conventional assumptions and offer new perspectives on what effective governance can become.

Strategic
Advisory

I work with public institutions, government leaders, and private organizations navigating complex questions of institutional reform, technology, and public-sector strategy.

My approach combines strategic analysis, international perspectives, and a focus on practical outcomes.

Research &
INSTITUTIONS

I create initiatives that bring experts, practitioners, and decision-makers together to develop and test new approaches to governance.

From international research laboratories to evaluation frameworks and collaborative platforms, my objective is to turn useful knowledge into tools and methods that can make a difference.

Selected Work

Building institutions I believe in.

Why EVEN Be Interested in Governments?

In this introductory episode of my podcast series, I talk about why governments are important outside of their obvious political side, and discusses the Four Principles of the Courageous Governments — simple, and yet essential criteria that can be applied to judge most governments' performance towards their citizens, regardless of political system.
